How Do I Setup Internet on My Windows XP Desktop?

I used to have internet but then I did a PC restore so it’s like brand new and the internet doesn’t work. The ethernet cable is plugged. It’s a Dell XP Home Edition

Why does my internet suddenly work after I unpug and replug the coaxial into the splitter?

I have a cable modem (with attendant router) attached through a brand new splitter and coaxial. My internet keeps flickering on and off every few minutes. The only thing that helps is when I unplug and replug the coaxial into the splitter. What might this be, and how can I fix it?
